Implementasi Program Pengembangan Standar Kompetensi Lulusan Pada Sekolah Menengah Pertama Negeri 49 Pekanbaru

Abstract

This study analyzes the implementation of the Graduate Competency Standards (SKL) development program at SMP Negeri 49 Pekanbaru. The background is the importance of SKL as the minimum achievement criteria that educational institutions must meet to ensure the quality of graduates. The literature review draws on Merilee S. Grindle’s policy implementation theory, which explains policy success through the variables of Content of Policy and Context of Implementation. The research employed a descriptive qualitative method, with data collected through observation, in-depth interviews with key informants, and a documentation study. The findings indicate that the implementation of the SKL development program at SMPN 49 Pekanbaru is in accordance with Ministerial Regulation of Primary and Secondary Education Number 10 of 2025; however, it has not been optimal and tends to function merely as an administrative formality. The main obstacles include limited facilities and infrastructure, inadequate human resource competence, and high teacher workload. In conclusion, although the program is formally implemented, strengthening technical and substantive aspects is necessary so that SKL development produces a real and sustainable impact on students’ competencies rather than merely fulfilling administrative requirements.
