Implementasi Program Pemerlu Pelayanan Kesejahteraan Sosial (PPKS) Dalam Perlindungan Anak Terlantar Oleh Dinas Sosial Kota Pekanbaru

The problem of neglected children is part of the social welfare issue that requires government attention and intervention through the Social Welfare Service Requirement Program (PPKS). This study aims to analyze the implementation of the PPKS Program in handling neglected children at the Pekanbaru City Social Service using Van Metter and Van Horn's policy implementation theory with six indicators: policy standards and targets, resources, characteristics of implementing agents, attitudes or dispositions of implementers, inter-organizational communication, and the economic, social, and political environment. This study uses a qualitative method with a descriptive approach. Data collection techniques were carried out through interviews, observations, and documentation with 7 informants consisting of the Head of the Social Rehabilitation Division, the Head of the Child Rehabilitation and Protection Section, the Head of the Community Institutional Social Empowerment Section, the Staff of the Child Rehabilitation and Protection Section, the PPKS Task Force and the orphanage. The results of the study indicate that the implementation of the PPKS Program has been running and is supported by clear regulations, including the Minister of Social Affairs Regulation Number 4 of 2020 concerning Basic Social Rehabilitation for Neglected Children. However, its implementation remains challenging, including limited human resources, limited budget, limited shelter infrastructure, and the social and economic factors of vulnerable communities. Overall, program implementation has shown positive progress, but further optimization is needed to improve the effectiveness of protecting neglected children.
