Abstract

Waste management in Pekanbaru City had not implemented a well-integrated concept from one stage to another. The TPA Muara Fajar in Pekanbaru still used an open dumping system. This causes pollution of the underground water system by leachate and the dominant direction of movement was in the north and west of the landfill. Currently the capacity of the TPA Muara Fajar was inadequated, so additional land was required. However, this cannot be implemented due to limited land for expansion, so the City of Pekanbaru need to provided new landfill land as a replacement for the Muara Fajar landfill, which began with conducted a location analysis. The aim of this research was to carry out supervision of the final processing site with an open dumping disposal system by the Pekanbaru City Waste Handling and Final Processing Section and the obstacles. The method used was descriptive and qualitative. The informants in this research were the Head of the Pekanbaru City Waste Handling and Final Processing Section, Supervisor, and Foreman TPA Muara Fajar. Data collection techniques were interviews, observation and documentation. This research concludes that the implementation of supervision over final processing sites used an open dumping disposal system by the Pekanbaru City Waste Handling and Final Processing Section was in the moderately successful category. The implementation of the waste processing system at the final disposal site was not yet fully running well due to weak supervision of officers, starting from the input of waste to the TPA Muara Fajar.
