Abstract

The food security program is an initiative by the village government to support community food resilience through the provision of seeds, agricultural tools, and technical training for farmer groups. This study aims to examine how the food security program is implemented by the Government of Lukun Village, Tebing Tinggi Timur District, Kepulauan Meranti Regency, and to identify the factors that hinder its implementation. The research employs a qualitative method with a descriptive approach. Data collection techniques include interviews, observations, and documentation. The research informants consist of village officials, farmer group leaders, and program recipient community members. The findings reveal that the implementation of the food security program in Lukun Village has not been optimal. The main obstacles include lack of program socialization to the community, inaccurate targeting of aid, limited agricultural training, inadequate infrastructure, and weak program evaluation. Nevertheless, the program is considered beneficial to economically affected communities and has helped increase local participation in agricultural activities.
