E-Readiness Sistem Informasi Pelayanan Terpadu Kependudukan (SIPENDUDUK) Pada Dinas DISDUKCAPIL Kota Pekanbaru
Abstract
The SIPENDUDUK website (Integrated Population Service Information System) is a website that provides various forms of services regarding population administration and information about the Pekanbaru City Population and Civil Registration Service (DISDUKCAPIL). This research was conducted to determine the readiness of the Pekanbaru City DISDUKCAPIL government in implementing E-Government via the SIPENDUDUK website as felt by the community and DISDUKCAPIL employees themselves. This type of research uses descriptive using the Mix Method method where primary data is obtained from interviews, questionnaires and observations. Secondary data is obtained from publications at the Pekanbaru City DISDUKCAPIL office in the form of documentation. In this research the author uses Musa's E-Readiness theory, which contains 3 indicators, namely infrastructure factors, human resource factors, government and management factors. The results of this research show that the SIPENDUDUK website has sufficient E-Government readiness because there are still deficiencies in internet network infrastructure, uneven socialization, servers that often go down, which means people have to perform manual services to come directly to the Pekanbaru City DISDUKCAPIL office. For this reason, the Pekanbaru City DISDUKCAPIL government must procure and maintain infrastructure and increase outreach in increasing the use of digital services through the SIPENDUDUK website to make it more effective and efficient.
