The Child Identity Card (KIA) is the government's latest initiative aimed at improving population services by enhancing the administration of civil registration, particularly for children under 17 years old who do not yet possess a national population identity. This research aims to evaluate the implementation of population administration, specifically concerning KIA, in the Department of Population and Civil Registration of Karimun Regency. The methods utilized include descriptive and quantitative approaches, employing data collection techniques such as questionnaires, observations, interviews, and documentation. The findings indicate that the implementation of KIA is not yet optimal due to various inhibiting factors, including effectiveness, efficiency, sufficiency, distribution, responsiveness, and timeliness. This evaluation is crucial in aiding the government to improve population services and ensure better fulfillment of children's constitutional rights in the future.
