The purpose of the study is to determine public services in the processing of certificates of inability and to determine the obstacles faced in providing services at the Seberang Taluk Village Office, Kuantan Tengah District, Kuantan Singingi Regency in providing services. The phenomena of deviations and obstacles in the service of processing letters that occur at the Seberang Taluk Singingi Village Office include the following: The processing process takes quite a long time even though the SOP provisions have stated that processing population administration only takes approximately 40 to 60 minutes. While in practice the requested letter, especially SKTM, is completed in two working days. In the flow of administrative services, it is clearly stated that the service process starting from the applicant coming to register in person or through the RT / Kadus until the submission of the letter to the applicant does not include any administrative fees while in practice the community is still charged an administrative fee even though the community processes a certificate of inability but is still asked for a fee by officers at the village office. Several applications for Certificates of Inability and Business Certificates from the community have not been processed by the sub-district since December 2024, due to the processing of these letters at the end of the year, which resulted in their completion in early 2025. Meanwhile, based on the type of research, this is a qualitative study. The results of the Public Service Analysis at the Seberang Taluk Village Government Office, Kuantan Tengah District, Kuantan Singingi Regency, show that the Standard Operating Procedures for Services provided by the Seberang Taluk Village Government have been implemented in accordance with the Decree of the Head of Seberang Taluk Village Number: 140/8/KPTS/SBT/2020 dated March 12, 2020, concerning Standard Operating Procedures within the Seberang Taluk Village Government regarding requirements, processing time, costs, and authority to sign letters have been carried out properly. Obstacles in providing services include the following: The village office does not have a sophisticated printer, the village office does not have a photocopier, and the lack of work discipline among village office employees.
