This study aims to evaluate the effectiveness of the i-Pekanbaru application in improving the quality of digital library services at the Department of Library and Archives of Pekanbaru City. The evaluation is conducted to determine the extent to which the application has achieved its goal of facilitating public access to services, as well as to identify the challenges or obstacles encountered during its implementation and explore possible solutions. This research employs a descriptive qualitative method with data collection techniques including interviews, observation, and documentation. The i-Pekanbaru application is a digital public service innovation launched by the Pekanbaru City Government to make it easier for the public to access a variety of reading materials online. Data analysis is based on William N. Dunn’s public policy evaluation theory, which includes six indicators: effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The findings reveal that the use of the i-Pekanbaru application is fairly effective in providing easy access to digital library services. However, several obstacles remain, such as technical system issues, limited reading material collections, lack of public outreach, and the unavailability of the application for iOS-based devices. These inhibiting factors affect service optimization and the level of public utilization. This study recommends improving digital infrastructure quality, expanding the collection of reading materials, and strengthening promotional and educational strategies to optimize the application's role in supporting digital literacy in Pekanbaru.
