Abstract

The purpose of this study is to understand how the implementation of educational supervision, particularly in managerial supervision, in the Karimun District is carried out by school supervisors. Based on Minister of PAN & RB Regulation Number 21 of 2010 concerning the Functional Position of School Supervisors and their Credit Points, which have the scope of duties, responsibilities, and authority to carry out academic and managerial supervision activities in educational units. The theory used to support the analysis of managerial supervision implementation is the policy implementation model developed by Van Meter and Van Horn. The research method used is descriptive with a qualitative approach. The selection of informants uses purposive technique, with 1 key informant and 19 other informants. The techniques used in data collection are interviews, observations, and documentary studies. The results of this study indicate that the implementation of supervisors' duties in managerial supervision is still not well executed. This is evidenced by the findings that supervisors have not carried out one of their duties, namely guidance and training for school principals. The incomplete and suboptimal implementation is also due to the time frame and quantity of supervised schools, as well as the detailed duties that make school supervisors feel difficult to complete maximally, also the lack of coordination from the Karimun District Education and Culture Office in controlling this implementation.
