This study aims to analyze the effectiveness of drug addiction rehabilitation at the National Narcotics Agency (BNN) of Pekanbaru City and to identify the obstacles encountered in its implementation. The research employs a descriptive qualitative method, using interviews, observations, and documentation as data collection techniques. The results of the study indicate that the rehabilitation program at BNN Pekanbaru is considered fairly effective, as evidenced by a significant improvement in the quality of life of drug addicts. However, the effectiveness of this program is still hindered by several factors. Internal factors include limited inpatient facilities and a lack of public awareness regarding rehabilitation procedures. Meanwhile, external factors encompass strong social stigma against addicts, which reduces their participation in rehabilitation programs. These findings emphasize the importance of strengthening institutional capacity and adopting a holistic approach to enhance the effectiveness of rehabilitation.
