Pelaksanaan Pembuatan Surat Izin Mengemudi (SIM D) Bagi Penyandang Disabilitas Di Satuan Penyelenggara Administrasi Sim Kepolisian Resort Kota Pekanbaru

Abstract

The purpose of this study was to determine how the Implementation of Driver's License Making (SIM D) for Persons with Disabilities in the SIM Administration Unit of the Pekanbaru City Police Resort. This type of research is descriptive qualitative. This research has four indicators, namely idealized policies, target groups, implementing organizations and environmental factors. Types and techniques of data collection consisting of interviews, observations and documentation. The data analysis technique used is interactive analysis. The results of the research on the Implementation of Driver's License Making (SIM D) for Persons with Disabilities at the SIM Administration Unit of the Pekanbaru City Resort Police, namely regarding the suitability of standards and policies, it has not been implemented in accordance with police regulation number 9 of 2012, namely, the implementation of the SIM D practice theory test which is equated with other SIMs, then the unavailability of facilities and infrastructure such as special waiting rooms for persons with disabilities, toilets and practical test vehicles in the field, then there are still several discrepancies in the SOP and Service Standards in the implementation of making SIM D, especially regarding time and costs.
