Pelaksanaan Program Perlindungan Khusus Anak Di Dinas Pemberdayaan Perempuan, Perlindungan Anak Dan Pemberdayaan Masyarakat Kota Pekanbaru

Abstract

Children are a trust and a gift from God Almighty, who must always be looked after because within them are inherent honor, dignity and rights as human beings which must be upheld. Special protection for children is a form of protection received by children in certain situations and conditions to guarantee a sense of security against threats that endanger themselves and their lives in their growth and development. Therefore, this research aims to analyze and explain the implementation of special child protection in the women's empowerment service, child protection and community empowerment in the city of Pekanbaru. This type of research uses qualitative methods using data collection techniques through observations, interviews and documentation. This research uses implementation theory which has 6 dimensions of research. The results of this research indicate that there is a lack of optimal implementation of special protection for children. This is caused by several obstacles, namely the lack of availability of human resources, the lack of male human resources because they are needed for the purposes of caring for male victims, the lack of facilities and infrastructure in the process of implementing special child protection, and limited budgets.
