Abstract

Gender mainstreaming is a strategy to achieve gender equality and justice through policies and programs that take into account the experiences, aspirations, needs and problems of women and men in the process of planning, implementing, monitoring and evaluating all policies and programs in various areas of life and sectors. development. The implementation of this gender mainstreaming program is one of the programs of the Pekanbaru City Women's Empowerment, Child Protection and Community Empowerment Agency. This research aims to identify and explain the implementation and analyze obstacles in implementing the gender mainstreaming program at the Women's Empowerment, Child Protection and Community Empowerment Service of Pekanbaru City. The method used is a descriptive survey with quantitative methods. Based on the results of research at the Pekanbaru City Women's Empowerment, Child Protection and Community Empowerment Service, the implementation of the PUG program has not been fully implemented. Limited budget for implementing the gender mainstreaming program by the Pekanbaru City DP3APM Service and inadequate human resources at the Pekanbaru City Women's Empowerment, Child Protection and Community Empowerment Service.
