This study aims to analyze the implementation of licensing services at the Investment and One-Stop Integrated Service Office (DPMPTSP) of Bengkalis Regency (case study of medium-sized business premises (UMKM) permits), indicators of the assessment that will be used include procedures, service time, service costs, products, facilities and infrastructure and officer competence. The type of this study uses quantitative descriptive, namely prioritizing a list of questionnaires as a data collection tool and the data that has been collected in this questionnaire is then used as raw material to analyze empirical conditions and objectivity of the existence of the research location objectives, while the population and research sample amounted to 34 people, the types and techniques of data collection used in this study are primary data and secondary data, primary data is collected using questionnaire and interview techniques and secondary data is collected using observation. The data analysis technique used is quantitative descriptive analysis. Based on this analysis technique, the researcher assesses and concludes that this study from the perspective of the community applying for MSME business permits and on the side of the Investment and One-Stop Integrated Service Office (DPMPTSP) of Bengkalis Regency that the implementation of the Implementation of Licensing Services of the Investment and One-Stop Integrated Service Office (DPMPTSP) of Bengkalis Regency (Study of Medium Business Permits for MSMEs) is "Not Good". This is because it is seen from the Investment and One-Stop Integrated Service Office (DPMPTSP) of Bengkalis Regency that it is quite good in providing a process related to the requirements and rules for submitting MSME business permits.
