This study aims to determine the implementation of the advertising policy by the Pekanbaru City Regional Revenue Agency (BAPENDA). This study used qualitative methods with triangulation data collection techniques, namely observation, interviews, and documentation. The data analysis employed a qualitative research model. The results indicate that the implementation of the advertising policy in Pekanbaru City has not been running smoothly. The implementation of this policy still faces various complex obstacles. Although the policy's dimensions and objectives have been clearly established through a Mayoral Regulation, in practice, business operators still fail to obtain advertising permits, exacerbated by weak public awareness and unclear sanctions. In terms of resources, limited supervisory personnel and a limited budget for enforcement, along with limited public access to information, also pose serious obstacles to policy implementation. The characteristics of implementing agencies also pose a hindering factor, primarily due to the lack of integrated cross-agency standard operating procedures (SOPs), complex bureaucracy, and the lack of a definitive timeframe for permit completion. The attitudes of implementers and business operators also influence the effectiveness of implementation, with low compliance with licensing procedures and weak oversight being particular challenges. Furthermore, suboptimal inter-organizational communication, the lack of a structured coordination schedule, and weak information systems and passive outreach further hamper policy implementation. Social, economic, and political factors also play a significant role, such as low public legal awareness, economic inequality among business actors, and the influence of political interests, which can impact the consistency and neutrality of policy implementation.
