IMPLEMENTASI KEBIJAKAN PROGRAM AREA TRAFFIC CONTROL SYSTEM (ATCS) PADA DINAS PERHUBUNGAN KOTA PEKANBARU

The purpose of this study is to find out how to implement the Implementation of the Area Traffic Control System (ATCS) Program Policy at the Pekanbaru City Transportation Office. The ATCS program is an innovation in information technology-based traffic management which is expected to improve efficiency, safety, smooth flow of vehicles and reduce congestion and violations at road intersections in Pekanbaru City. The theory used to support the analysis of the policy implementation of the ATCS program is the Policy Implementation model developed by Van Meter and Van Horn. This research has six indicators, namely policy standards and objectives, resources, characteristics of implementing organizations, communication between organizations and implementation activities, attitudes of implementers and social, economic, and political environment.The research methods used are descriptive methods and qualitative approaches.The types and techniques used in data collection are: interview, observation and documentation. The data analysis technique was carried out with an interactive analysis model.The Key Informants of this study are Mr. Febrino, S.E as the Head of Traffic Engineering Management, and 6 informants. The results of this study show that in the implementation there are regulations that have not been fully implemented. This is evidenced by the fact that there are still findings of motorists violating traffic even though there has been CCTV camera monitoring with the ATCS system. The impact of ATCS on traffic smoothness has not been fully maximized and congestion is still frequent. It has not been carried out properly due to limited human resources in the operation and maintenance of ATCS, limited operational budget, limited infrastructure and technology, limited regulations related to ATCS technology, lack of awareness and education to the public, and lack of awareness and compliance from the public.
