Abstract

The purpose of this study was to determine how the implementation of Inclusive Education by the Education Office for Children with Special Needs at the driving public primary school level in Pekanbaru City. Based on the Regulation of the Minister of National Education Number 70 of 2009 concerning Inclusive Education for Learners with Disabilities and Potential for Special Intelligence and/or Talent. The theory used to support the analysis of the implementation of Inclusive Education for Children with Special Needs is the Policy Implementation model developed by Marilee S. Grindle. The research method used is descriptive method with a qualitative approach. Selection of informants using Purposive Technique, with Key Informants and Informants 20 people. The techniques used in data collection are: interview, observation, and documentation study. The results of this study indicate that in the implementation there are regulations that have not been fully implemented. This is evidenced by the findings that there are schools that have not received facilities and infrastructure and facilities and there are schools that have not registered or conducted assessments for children with special needs. It has not been implemented well due to a lack of funding and some children with special needs do not have a doctor's or psychology certificate in accordance with the policy.
