Digitalization of Agriculture and Government Policy Implementation in Enhancing Farmers’ Competitiveness in the Era of Digital Transformation in Riau Province
Abstract
The rapid development of digital technology has brought significant transformations in the agricultural sector, particularly in improving efficiency, productivity, and farmers’ competitiveness. This study aims to analyze the implementation of government policies in supporting the digitalization of agriculture to enhance farmers’ competitiveness in the digital transformation era, with a specific focus on Riau Province. The research employs a qualitative descriptive method through in-depth interviews, field observations, and document analysis involving agricultural agencies and farmer groups. The findings reveal that various digitalization initiatives such as the application of e-agriculture systems, digital marketing platforms, and precision farming technologies have positively influenced farmers’ access to information, markets, and technology. However, the effectiveness of these policies remains constrained by farmers’ low digital literacy, inadequate technological infrastructure in rural areas, and weak inter-agency coordination. Therefore, strengthening digital governance, improving human resource capacity, and expanding rural internet access are essential to realizing an inclusive and sustainable agricultural transformation. This study contributes to a deeper understanding of the relationship between public policy and digital innovation in enhancing the competitiveness of farmers in Indonesia.
