Abstract

This study aims to analyze the factors influencing the development of small and medium industries (SMIs) by the Department of Trade and Industry in Pekanbaru City. SMIs play a crucial role in supporting regional economic growth but often face numerous challenges. The analyzed factors include supporting factors (availability of funding, partnerships with other institutions, availability of facilities and infrastructure) and inhibiting factors (limited human resources and personnel, entrepreneurs' inability to repay loans, and limited access to information). Among the inhibiting factors, the lack of access to technology and information emerged as significant obstacles. On the other hand, supporting factors such as providing adequate facilities and infrastructure are highly necessary for the success of SMIs in Pekanbaru City. Moreover, entrepreneurial training programs and product promotion initiatives conducted by the Department of Trade and Industry have positively impacted some SMI players, although the benefits have not been evenly distributed. This research concludes that the success of SMI development in Pekanbaru City highly depends on the collaboration between supporting and inhibiting factors. Therefore, it is recommended that the government enhance program socialization, strengthen technical assistance, and provide more open access to development initiatives for SMI players.
