Abstract

The research aims to comprehensively identify consumer protection provisions for cosmetics against unlawful acts
and the obstacles encountered in achieving consumer protection for cosmetics. This research is a type of normative
legal research. The provisions governing consumer protection for cosmetics against unlawful acts in Indonesia
are scattered across several regulations, including the Civil Code. The concept of unlawful acts in the Civil Code
(Articles 1365-1366) requires the presence of an act, fault, damage, a causal relationship between the act, fault,
and damage, and an element of negligence. Meanwhile, there are several obstacles to realizing cosmetic consumer
protection against unlawful acts in Indonesia, including the fact that laws and regulati ons related to consumer
protection are not harmoniously integrated; consumer protection regulations for electronic transactions are not
explicitly regulated in any law; and consumer awareness of their rights and obligations is still low.
