STRATEGI PEMERINTAH DAERAH DALAM PELAKSANAAN PROGAM PEREMAJAAN SAWIT RAKYAT DI KABUPATEN INDRAGIRI HILIR

Abstract

This study aims to analyze the regional government's strategy in implementing the People's Palm Oil Replanting Program (PSR) in Indragiri Hilir Regency. The program is a government initiative to improve the productivity of smallholder oil palm plantations through the replanting of old, damaged, or unproductive trees. The research method used is descriptive qualitative, with data collected through interviews, observation, and documentation. The research informants consist of officials from the Plantation Office, farmer groups, and smallholder farmers who are beneficiaries of the program. The results show that the regional government’s strategy includes strengthening interagency coordination, providing technical assistance to farmers, facilitating access to financing through financial institutions, and supervising the implementation of the program to ensure compliance with regulations. However, the implementation still faces several challenges, such as delays in fund disbursement, limited understanding among farmers regarding administrative procedures, and overlapping land claims with protected forest areas. To overcome these issues, the regional government has adopted a collaborative approach with relevant institutions, enhanced policy socialization, and encouraged active farmer participation in every stage of implementation. In conclusion, the regional government’s strategy plays a vital role in the success of the PSR program; however, greater coordination and institutional support are needed to achieve sustainable improvements in productivity and farmer welfare.
