Abstract
The background of this research is the low level of public awareness and understanding of the importance of reporting deaths on time and processing death certificates and technical obstacles such as server disruptions that take days cause people to be lazy to process death certificates. The purpose of this research is to determine the strategy of the Pekanbaru City Population and Civil Registration Service in making death certificates. The research uses a qualitative research method with the research subjects being the Service Innovation Section at DISDUK, the Information and Communication Technology Management and Human Resources Section, and the Community who process death certificates. The object of this research is the Strategy of the Pekanbaru City Population and Civil Registration Service in Making Death Certificates and collecting data through observation, interviews and documentation. Based on interviews with informants, the Pekanbaru City Population and Civil Registration Office's strategy for issuing death certificates is to improve offline services and develop them through advanced technology through online services that can be printed by applicants. The obstacle to implementing the DISDUK strategy for issuing death certificates is that there is currently no dedicated officer to handle death certificates alone, as DISDUK covers general population data processing, and there are no strict sanctions for those who fail to obtain death
