Analisis Kinerja Pegawai Unit Pelaksana Teknis (Upt) Perlindungan Tanaman Pangan Hortikultura (Tph) Di Dinas Tanaman Pangan Dan Hortikultura Provinsi Riau

Abstract

This study aims to analyze the performance of employees at the Technical Implementation Unit (UPT) for Plant Pest and Disease Control (TPH) under the Department of Food, Food Crops, and Horticulture of Riau Province. The primary focus of this research is to evaluate the implementation of monitoring and controlling Plant Pest Organisms (OPT) as a core duty of the UPT TPH. The method used in this research is a descriptive quantitative approach, with data collection techniques including questionnaires, interviews, and documentation. The results indicate that, in general, employee performance falls into the "Agree" category, which reflects good performance. This is demonstrated by structured and regular monitoring activities, sufficient understanding of technical guidelines, and effective collaboration among related institutions. The performance is further reflected in several key indicators, including:Work skills, shown through the employees’ technical ability in conducting accurate and periodic OPT observations and their understanding of field guidelines.Responsibility, reflected in the commitment to complete tasks in accordance with standard procedures and within the specified timeframe.Initiative, demonstrated by some employees who proactively offer solutions or take action independently when facing field challenges.Discipline, seen through regular attendance, adherence to work hours, and timely reporting of activities.Teamwork, manifested in the synergy between technical officers, field advisors, and other related institutions during OPT monitoring and control activities.Nevertheless, several aspects still require attention, such as consistency in reporting observation results, uneven technical implementation in the field, and suboptimal role coordination between technical staff and field extension officers. Therefore, it is recommended that additional training and periodic evaluations be conducted to improve data accuracy and task execution effectiveness.
