Abstract

Waste management is a critical issue that directly impacts environmental quality and public health, particularly in traditional market areas with high activity levels. This study aims to determine the implementation of waste management policies at Tuah Serumpun Tualang Market in Siak Regency and to identify the inhibiting factors. The research approach used was descriptive qualitative, with data collection techniques through observation, interviews, and documentation. Research informants included the Head of the Environmental Agency, the Head of the Market Management Office for Region III of Tualang and Sungai Mandau Districts, environmental monitoring staff, cleaning staff, traders, and market visitors. The results indicate that the implementation of waste management policies based on Siak Regency Regional Regulation Number 11 of 2012 has not been optimal. Obstacles identified include a lack of coordination between agencies, a lack of waste collection facilities (TPS), a limited number of cleaning staff and waste collectors, and low community participation. Therefore, improvements in communication aspects, additional resources, strengthening the disposition of implementers, and improving the bureaucratic structure are needed to support effective policy implementation.
