This study aims to evaluate the implementation of the mobile library policy organized by the Department of Library and Archives of Pekanbaru City. This service is part of the local government's efforts to increase public interest in reading, especially in areas that are not reached by fixed library services. This research aims to identify the inhibiting factors of service implementation. The study uses a descriptive qualitative method with data collection techniques through interviews, observation, and documentation. Research informants consist of internal officials and community members who use the service. The evaluation is conducted using William N. Dunn's theory, which includes six indicators: effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The results show that the implementation of the mobile library service has not been running optimally. Several inhibiting factors were identified, such as the low reading culture and interest of the Pekanbaru community, the lack of human resources, insufficient facilities supporting mobile library activities (such as book collections, tables, and chairs), limited service coverage areas, lack of clear mechanisms to gather and follow up on community aspirations, and inconsistent service schedules. Nevertheless, the program is considered beneficial to the community in increasing access to literacy and public reading interest.
