Implementasi Peraturan Daerah Kabupaten Siak No 11 Tahun 2001 Tentang Penempatan Tenaga Kerja Lokal (Studi Pada Pt. Wira Cipta Perkasa)

Abstract

Regional Regulation of Siak Regency No. 11 of 2001 concerning Placement of Local Workers was made because it is to utilize the local workforce of Siak Regency and to implement Law No. 7 of 1981 concerning Mandatory Labor Reporting. However, in the implementation of the regional regulation there are still problems in the implementation of the implementation of local labor placement. The purpose of this research is to find out what factors cause the Implementation of Regional Regulation No. 11 of 2001 concerning Placement of Local Workers has not gone well. This research uses the theory of Edward III's public policy implementation approach. This theory has 4 variables that can be used to measure the success of a policy. The research method used is a descriptive method with a qualitative approach. The results showed that the Implementation of Siak Regency Regional Regulation No. 11 of 2001 concerning Placement of Local Workers Study at PT Wira Cipta Perkasa has not been carried out properly, Socialization and counseling are still weak and not optimal, only dissemination through circulars and relying on mass media, namely Google, the limited quality of the local workforce makes it difficult for oil and gas companies to place workers. Furthermore, the lack of technical training programs and the relevance of education needed by oil and gas companies, as well as the lack of supervision by the government.
