The livestock program is an effort by the village government to support improving community welfare through the provision of livestock seeds, provision of pens and feed, and providing counseling/socialization to livestock groups.This study aims to determine the effectiveness of the community empowerment work program in Sungai Guntung Hilir Village, Rengat District, Indragiri Hulu Regency and to determine the inhibiting factors in the effectiveness of the community empowerment work program in Sungai Guntung Hilir Village, Rengat District, Indragiri Hulu Regency. The method used in this study is a qualitative method with a descriptive approach. Data collection techniques are carried out through interviews, observation, and documentation. Key informants and informants in this study are the village head, village secretary, village staff, head of the livestock program and members of the community receiving the program. The results of this study indicate that the community empowerment work program in Sungai Guntung Hilir Village, Rengat District, Indragiri Regency has not been effective. Because there are several obstacles found including the lack of counseling/socialization to the community in providing program information, the absence of criteria for the accuracy of targets for communities who are more deserving of the program, the lack of technical training in monitoring and evaluating the program, inadequate facilities and infrastructure, and a weak program monitoring and evaluation system. Nevertheless, this program is considered to provide benefits to the recipient community, especially those who are economically impacted and provides additional business opportunities through more productive use of yards and local resources.
