Abstract

This research aims to determine the implementation of roadside parking supervision by the Pekanbaru City Transportation Service Parking UPTD (Case Study, Pekanbaru City District) and to determine the inhibiting factors. The research method used is a qualitative method. The theory used is George R. Teery's theory with the indicators set, namely setting standards, determining monitoring activities, making comparisons with activity implementers, and making corrections. The data collection techniques used were interviews, observation and documentation studies. The data analysis technique used is descriptive analysis. The results of research on the Implementation of Roadside Parking Supervision by the Pekanbaru City Transportation Service Parking UPTD (Case Study of Pekanbaru City District) show that the results have not been fully implemented optimally. This is because the duties of the Pekanbaru City Transportation Service Parking UPTD have not been running optimally. This can be proven firstly that there are still unofficial parking attendants, which can be seen by not giving tickets when someone parks a vehicle and there are still parking attendants who do not wear full attributes. Second, there are still vehicles parked in places where parking is not permitted. Third, there is chaos in parking activities, such as the discovery of parked vehicles that are not neatly arranged. However, in terms of planning and organization, it has gone well. However, there are still inhibiting factors in the Implementation of Roadside Parking Supervision by the Pekanbaru City Transportation Service Parking UPTD (Case Study of Pekanbaru City District), namely human resources who are less assertive, responsive and effective in solving problems in the field. Lack of public awareness of the rules imposed by the government for areas where parking is prohibited.
