Literature Review: Strategi Penguatan Layanan Prioritas Kelompok Rentan Dalam Mencegah Duplikasi Paspor Ilegal Di Kantor Imigrasi Kelas I Non-Tpi Jakarta Pusat

The phenomenon of illegal passport duplication in Indonesia, particularly in the environment of the Class I Non-TPI Immigration Office in Central Jakarta, raises concerns about the integrity of travel documents and the protection of citizens' identities, especially for vulnerable groups. Groups such as the elderly, people with disabilities, pregnant women, and individuals with special needs often find it difficult to understand the digitized immigration service procedures. This study aims to examine strategies for strengthening priority services in combating illegal passport duplication through an approach based on the principles of good governance. The study employs a qualitative method with a descriptive-analytical literature review approach, analyzing legal documents, public policies, and relevant prior research. The results of the study indicate that the application of the principles of transparency, accountability, responsiveness, and fairness in public services is key to increasing the trust of vulnerable groups and preventing identity abuse. In addition, the use of biometric verification technology, data integration with the Population and Civil Registration Agency (Dukcapil), and capacity building for immigration officers through humanistic training are essential. The main challenges identified include limited human resources, insufficient legal education for applicants, and a lack of inclusive facilities. Therefore, strategies to strengthen priority services must combine legal, technological, and social approaches to ensure comprehensive protection of vulnerable groups' identities.
