Evaluasi Kebijakan Sistem Zonasi Penerimaan Siswa Baru Sekolah Menengah Atas Tahun Ajaran 2021/2022 Di Kota Pekanbaru

Abstract

This research aims to find out whether the zoning system for accepting new high school students for the 2021/2022 academic year in the city of Pekanbaru is running effectively. As well as to find out the inhibiting factors in implementing the zoning system in admitting new high school students for the 2021/2022 academic year in the city of Pekanbaru. The technique for collecting research information was carried out using a purposive sampling technique. The research informants consisted of 1 key informant and 7 supporting informants. The research results state that 1) Aspects of effectiveness, the zoning system policy has been running well, but needs evaluation and improvement. 2) The efficiency aspect, the implementation of the zoning system is according to plan, but the results are not in line with the expectations of parents/community. 3)According to the Department of Education and the school, according to the adequacy aspect, the facilities and infrastructure are supportive, but according to the parents, the facilities and infrastructure are not yet supportive. 4) Aspects of Equalization/Sameness, according to the Department of Education and the school, the zoning system has been implemented fairly, but parents say it is not fair. The procedures for implementing this zoning are in accordance with Permendikbudristek Number 1 of 2021 concerning PPDB. 5) Responsiveness aspect, informants from the Education Office were satisfied with the results of the implementation of this zoning system, but informants from student parents stated that they were not satisfied. 6) The aspect of accuracy, the benefits of implementing the zoning system are felt by the people who live in the area around the State High School. Technically the implementation is feasible. The inhibiting factors for this zoning system policy are the lack of infrastructure, facilities and infrastructure so that school capacity is limited, the opinion in society is that the zoning system is detrimental to prospective students with good grades but the distance from home is not included in the zoning range. There is community rejection of the zoning system because it is considered to limit children's rights in choosing a school. It is feared that the zoning system could cause disparities in school quality. There is a lack of socialization so that many people still don't understand how to register PPDB online and how to determine the domicile coordinates of residence.
