This study aims to analyze the implementation of inter-regional cooperation in waste management in the border area between Pekanbaru City and Kampar Regency and to identify the inhibiting factors. Waste management issues in border areas are complex due to the involvement of two different administrative authorities, while community activities often transcend territorial boundaries, resulting in overlapping responsibilities and ineffective public service delivery. This research employs a qualitative descriptive approach using interviews, observations, and documentation involving related agencies and local communities in the border area. Data were analyzed using the interactive model of Miles and Huberman, including data reduction, data display, and conclusion drawing. The findings indicate that cooperation has been formalized through a Cooperation Agreement (PKS), yet its implementation has not been fully optimal, particularly in terms of coordination, program sustainability, evaluation, and community education. The inhibiting factors include limited technical coordination, lack of joint supervision, low public awareness, and the absence of structured evaluation and follow-up mechanisms. This study recommends strengthening cross-regional coordination and establishing a more structured joint evaluation mechanism to achieve effective and sustainable waste management.
