PENERAPAN PRINSIP-PRINSIP GOOD GOVERNANCE DALAM PELAYANAN PUBLIK DI BALAI BESAR KONSERVASI SUMBER DAYA ALAM (BBKSDA) RIAU

This study examines the application of the principle of good governance in public services in BBKSDA Riau. The research is motivated by the slow administrative process, lack of transparency, and limited access to information, which reflects the lack of optimal implementation of the principles of good governance. The goal is to analyze the extent to which the principle is applied and identify its supporting and inhibiting factors. This study uses a qualitative descriptive approach with the theory of UNDP (1997), focusing on five main indicators: transparency, accountability, responsiveness, efficiency and effectiveness, and participation. Data is collected through interviews, observations, and documentation of apparatus and service users. The results show that transparency and accountability have not been optimally run due to the lack of briefing procedures and service media. Responsiveness shows improvement through the provision of service media. Efficiency, effectiveness, and participation are quite good, although there is still room for improvement. The main obstacles are limited human resources and lack of technology utilization. However, the commitment of the apparatus and the community's need for better services are supporting factors. This study concludes the importance of reforming the service system and increasing the capacity of the apparatus so that public services are more transparent, accountable, and responsive according to the principles of good governance.
