Pelaksanaan Program Swakelola Bantuan Rumah Layak Huni di Kepenghuluan Sekeladi Kecamatan Tanah Putih Kabupaten Rokan Hilir

Abstract

The implementation of the Decent Housing Program aimed to alleviate poverty by providing safe, healthy, and dignified housing for low-income communities. The purpose of this study was to examine the implementation of the self-managed Decent Housing Assistance Program in Kepenghuluan Sekeladi, Tanah Putih District, Rokan Hilir Regency, as well as to identify the inhibiting factors. This research used a qualitative method by conducting interviews with selected informants, and the results were analyzed descriptively. The findings indicated that: (1) The implementation of the Decent Housing Assistance Program had been carried out based on the principle of community empowerment through a self-managed mechanism by community groups (Pokmas). This program reflected the government's strong commitment to improving housing conditions for the poor by involving local residents directly in both planning and execution. The implementation process included village-level meetings to determine recipients, preparation and validation of the budget plan (RAB), opening of Pokmas bank accounts, construction activities, and phased fund disbursement. At the local level, the program also highlighted the active roles of village officials and the community in overseeing the program, both technically and administratively. (2) The inhibiting factors included a lack of transparency and insufficient public outreach regarding the housing assistance program, as well as the limited number of beneficiaries due to quota restrictions.
