IMPLEMENTASI KEBIJAKAN PERPARKIRAN TEPI JALAN UMUM DI KOTA PEKANBARU

Abstract

This research aims to examine how the on-street parking policy is implemented in Pekanbaru City and the factors that hinder its execution. The study employs a descriptive qualitative approach using data collection techniques such as interviews, observations, and documentation. The research utilizes George C. Edwards III's policy implementation model, which includes communication, resources, disposition, and bureaucratic structure as key indicators. Findings show that the implementation has not been optimal. Communication among implementing actors is reasonably good but has not effectively curbed illegal charges. Resources such as parking tickets and attendants’ attributes are insufficient. While implementers are supportive, public awareness remains low. Bureaucratic structures are in place, but there is no adequate complaint mechanism. In conclusion, the on-street parking policy in Pekanbaru faces structural and cultural barriers that require immediate attention.
