The Mobile Electronic Licensing Management Information System (SIMOLEK) has been implemented at the Investment and One-Stop Integrated Services Agency (DPMPTSP) of Pekanbaru City. This study aimed to assess the extent to which SIMOLEK has been implemented in accordance with the applicable regulations and to identify the challenges encountered during its execution. The research employed a descriptive quantitative method. The population included the Head of DPMPTSP, licensing and non-licensing service officers, and members of the public using SIMOLEK. Sampling techniques used were purposive sampling and accidental sampling. Both primary and secondary data were collected through questionnaires, interviews, observations, and documentation. The data were analyzed descriptively using a Likert scale. The study referred to Pekanbaru Mayor Regulation No. 117 of 2017 on SIMOLEK service procedures and standards, as well as Mayor Regulation No. 118 of 2017 on the delegation of authority in licensing and non-licensing services. The results showed that the implementation of SIMOLEK was categorized as Moderately Implemented, with challenges such as lack of public outreach, low digital literacy, and inadequate network infrastructure.
