PERAN DINAS LINGKUNGAN HIDUP DALAM PENGELOLAAN SAMPAH DI KECAMATAN PANGKALAN KERINCI KABUPATEN PELALAWAN

Abstract

This study aims to determine the role of the Environmental Service in Waste Management in Pangkalan Kerinci District, Pelalawan Regency. This type of research is descriptive and analytical qualitative research with data collection techniques through interviews, observation, and documentation. The technique of withdrawing key informants and informants in this study using purposive sampling technique. The role theory that the author uses is Ryas Rasyid that Rasyid divides the role of government into 4 parts, namely service, development, empowerment, and regulation. The results of this study indicate that the Role of the Environmental Service in Waste Management in Pangkalan Kerinci District, Pelalawan Regency on service indicators is considered quite good in providing services, development indicators are considered adequate but need to be improved, empowerment indicators are considered not optimal, direct socialization is still needed and equal distribution of community involvement, and regulatory indicators are not effective, there is still a need for firmer regulations and consistent application of sanctions. Although there are still obstacles such as limited frequency of transportation, limited spare fleet, and uneven service coverage to unsubscribed areas, in general the Pelalawan Regency Environmental Service has shown real commitment and effort in managing waste transportation through a structured schedule and management.
