Abstract

This study aims to analyze the role of the Pekanbaru City Education Office in implementing inclusive education at the elementary school level, focusing on a case study at Public Elementary School 40 in Pekanbaru City. Inclusive education is an approach that ensures every child, including children with special needs, has equal opportunities to access quality education. This research employs a qualitative method with a case study approach. Data were collected through in-depth interviews, observations, and documentation. The research informants include representatives from the Pekanbaru City Education Office, school principals, teachers, parents, and students at Public Elementary School 40. The findings reveal that the Pekanbaru City Education Office plays a strategic role in supporting the implementation of inclusive education. These roles include policy development, providing teacher training, resource allocation, and monitoring the implementation of inclusive education programs. However, several challenges remain, such as the lack of trained human resources, insufficient supporting facilities, and low public awareness of the importance of inclusive education. This study concludes that although the Pekanbaru City Education Office has made efforts to fulfill its role in organizing inclusive education, further improvements are needed to enhance its implementation. These include increasing teacher capacity, providing adequate infrastructure, and raising public awareness about inclusivity.
