Abstract
This research aims to analyze the implementation of the New Student Admissions (PPDB) policy in the affirmation system at SMP Negeri 26 Pekanbaru City. This research uses a qualitative approach with a case study method. Data was obtained through in-depth interviews, observation and documentation from various informants, namely the PPDB implementation team for the affirmation system, school committees, community representatives (RT/RW), as well as communities who were accepted and not accepted through the affirmation system. Based on research, implementation is based on Minister of Education and Culture Regulation Number 1 of 2021 concerning the acceptance of new students from kindergarten to vocational high school level as well as for Pekanbaru city regional government policies or regulations through the Pekanbaru Mayor's Regulation (PERWAKO) Number 52 of 2022 Regarding Guidelines for Admission of New Students to Kindergartens, Elementary Schools and Junior High Schools in the City of Pekanbaru as well as Decree of the Head of the Pekanbaru City Education Office No. 420/Disdik-Sekretaris.1/161 of 2023 concerning technical instructions for the acceptance of new students (PPDB) in state kindergartens (TK), elementary schools (SD) junior high schools (SMP) for the 2023/2024 Academic Year not yet fully optimal in terms of achievement targets and objectives of implementing this policy at SMP Negeri 26 Pekanbaru City with Implementation Indicators according to Edward III, namely Communication, Resources , Disposition, and Bureaucratic Structure.
