Abstract

This research aims to analyze the implementation of the New Student Admissions (PPDB) policy in the affirmation system at SMP Negeri 26 Pekanbaru City. This research uses a qualitative approach with a case study method. Data was obtained through in-depth interviews, observation and documentation from various informants, namely the PPDB implementation team for the affirmation system, school committees, community representatives (RT/RW), as well as communities who were accepted and not accepted through the affirmation system. Based on research, implementation is based on Minister of Education and Culture Regulation Number 1 of 2021 concerning the acceptance of new students from kindergarten to vocational high school level as well as for Pekanbaru city regional government policies or regulations through the Pekanbaru Mayor's Regulation (PERWAKO) Number 52 of 2022 Regarding Guidelines for Admission of New Students to Kindergartens, Elementary Schools and Junior High Schools in the City of Pekanbaru as well as Decree of the Head of the Pekanbaru City Education Office No. 420/Disdik-Sekretaris.1/161 of 2023 concerning technical instructions for the acceptance of new students (PPDB) in state kindergartens (TK), elementary schools (SD) junior high schools (SMP) for the 2023/2024 Academic Year not yet fully optimal in terms of achievement targets and objectives of implementing this policy at SMP Negeri 26 Pekanbaru City with Implementation Indicators according to Edward III, namely Communication, Resources , Disposition, and Bureaucratic Structure.

Abstrak

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan Penerimaan Peserta Didik Baru (PPDB) dalam sistem afirmasi di SMP Negeri 26 Kota Pekanbaru. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Data diperoleh melalui wawancara mendalam, observasi, dan dokumentasi dari berbagai informan, yaitu tim pelaksana PPDB sistem afirmasi, komite sekolah, perwakilan masyarakat (RT/RW), serta masyarakat yang diterima dan tidak diterima melalui sistem afirmasi. Berdasarkan penelitian, Implementasi berdasarkan Peraturan Menteri Pendidikan Kebudayaan Nomor 1 Tahun 2021 tentang penerimaan peserta didik baru mulai dari tingkat taman kanak-kanak hingga sekolah menengah kejuruan serta untuk Kebijakan atau regulasi pemerintahan daerah kota pekanbaru melalui Peraturan Wali Kota (PERWAKO) Pekanbaru Nomor 52 Tahun 2022 Tentang Pedoman Penerimaan Peserta Didik Baru Pada Taman Kanak – Kanak, Sekolah Dasar, Dan Sekolah Menengah Pertama Negeri Kota Pekanbaru serta Keputusan Kepala Dinas Pendidikan Kota Pekanbaru No. 420/Disdik-Sekretaris.1/161 Tahun 2023 tentang petunjuk teknis penerimaan peserta didik baru (PPDB) pada taman kanak kanak (TK) sekolah dasar (SD) sekolah menengah pertama (SMP) negeri Tahun Ajaran 2023/2024 belum sepenuhnya maksimal dalam pencapaian sasaran serta tujuan dari pelaksanaan kebijakan tersebut di SMP Negeri 26 Kota Pekanbaru dengan Indikator Implementasi menurut Edward III, yaitu Komunikasi (Communication)

, Sumber Daya (Resources) , Disposisi (Disposition) , dan Struktur Birokrasi

(Bureaucratic Structure).
