Urban infrastructure development is one of the main indicators of urban progress, but it often faces challenges in the form of environmental degradation and an imbalance between development interests and sustainability. The city of Depok, as one of the capital's buffer zones, has experienced rapid development in the transportation, housing, and public utilities sectors, which on the one hand has driven economic growth, but on the other hand has caused environmental problems such as limited green open spaces, traffic congestion, and increased risk of flooding. This study aims to analyse infrastructure development management in the city of Depok within the framework of sustainable and environmentally friendly development. Using a qualitative approach through case studies, data was obtained through in-depth interviews, field observations, and policy document analysis. The results show that the Depok City Government has integrated sustainability principles into its development planning, for example through green open space management policies, the application of green infrastructure concepts, and spatial control efforts. However, budget constraints, weak enforcement of regulations, and low community participation remain major obstacles. These findings indicate that the success of sustainable infrastructure development at the city level is largely determined by multi-stakeholder collaboration, strengthened environmental governance, and participatory policy innovation. This study contributes to the literature on sustainable urban development governance and provides practical recommendations for local governments in achieving a balance between development and environmental sustainability.
