Peran Camat Dalam Pembinaan Penyelenggaraan Pemerintahan Desa Di Kecamatan Peranap Kabupaten Indragiri Hulu

Abstract

The effective and efficient implementation of village government highly depends on the role of the camat in providing guidance to the village officials. In Peranap District, Indragiri Hulu Regency, although there have been efforts made by the camat to provide supervision, there are still challenges faced, such as issues in communication, understanding of the vision, and limited resources. Therefore, this study aims to explore the role of the camat in the supervision of village government and the factors inhibiting the process in Peranap District. This study aims to: 1) Identify the role of the camat in the supervision of village government implementation in Peranap District, Indragiri Hulu Regency, and 2) Identify the inhibiting factors faced by the camat in performing the supervision task. This study uses a qualitative approach with a case study method. Data was collected through in-depth interviews with the camat, village heads, and village staff involved in the village government in Peranap District. Data analysis was performed using thematic analysis, focusing on identifying key themes that emerged from the interviews. The research findings show that the role of the camat in supervising village government implementation is quite effective, particularly in providing written and verbal instructions, as well as conducting field visits. However, there are significant challenges, such as the lack of administrative capacity at the village level, miscommunication, and budget limitations that hinder program implementation. The main inhibiting factors include the unpreparedness of village officials, lack of regular training, and insufficient facilities. Based on these findings, it is recommended that the camat strengthen the administration training for village staff and expedite the updating of operational guidelines to improve the quality of village government supervision in Peranap District.
