The approach used in this study is a qualitative approach. Qualitative research is research that produces descriptive data in the form of written or spoken words from people and observed behavior. The results of this study are based on the analysis and field observations that have been carried out, collaborative governance in the face off program at Jalan Hos Cokroaminoto Ponorogo. The collaborative governance model that is applied in the face off of the Hos Cokroaminoto street is carried out with all stakeholders of the organization, shops, banks, and the community itself to make pedestrians in the Hos Cokroaminoto area work together with all parties. Mass art, especially film, can bring a picture of the contemporary world to the public at large, increase political awareness, encourage world surveillance, and bring social critical images. Through film, directors can convey messages and raise a phenomenon that occurs in society. Roland Barthes's semiotic analysis is very relevant to use in studying a film because a film consists of various interrelated signs. The signs include various sign systems that work together to achieve the desired effect. In Roland Barthes' semiotic analysis, the film has a meaning consisting of a signifier and a signified. The research method used is qualitative with primary data sources from the film Our Brand Is Crisis. Researchers used data collection techniques through observation and documentation. Roland Barthes' Semiotic Analysis in this study is used to interpret the meaning of the signs in the film, which consists of five stages: identifying signs, analyzing denotative and connotative meanings, determining social, cultural, and historical contexts, and analyzing the myths contained in signs. the. There are three groups most affected by COVID-19, namely the Poor, Vulnerable Poor and Informal Workers. In order to improve welfare, the government provides social services or social security in the form of direct cash assistance. The purpose of this study is to identify, analyze and provide recommendations for the implementation of direct cash assistance during the COVID-19 pandemic (case study in Srimartani Village). This study is a descriptive qualitative study using employed observation, interviews and documentation method. The results of the study showed that the direct cash assistance was appropriately given to the community in need, meaning that this assistance could be used properly by the recipient. However, the organizers still needed to improve the recipient's data a lot, so that there were no data errors or duplicate data, and there was a need for special planning for the beneficiaries of direct cash assistance-Covid so that in the future they can be more independent and empowered when the assistance ends and they will not become dependent on assistance from the government. The results of this research show that the dynamics of policy formulation for the relocation of street vendors to Teras Malioboro by the DIY Regional Government went through various stages. The various stages, namely Problem Assessment, are carried out by reviewing Academic Papers and SWOT Analysis by the Regional Government and DIY DPRD. Determining the dynamic objective of policy formulation is to support the existing problem, namely the registration of the Yogyakarta Philosophy Axis with (UNESCO) as a world heritage. Furthermore, UPT Malioboro is one of the answers to formulating alternatives in the policy of relocating street vendors (PKL) in the Malioboro area to Teras Malioboro. In preparing the model, especially in institutions, the DIY Regional People's Representative Council (DPRD) is involved in preparing the Academic Paper. This study used qualitative research methods. The results of this research show that the indicators of the transformation of ASN work patterns in services by Regional Office I of the Yogyakarta State Civil Service Agency (BKN) are still not going well overall.Agile capabilities which is owned by Regional Office I of the Yogyakarta State Civil Service Agency (BKN) must continue to be pursued. Leaders who are an influential factor in the performance of the State Civil Apparatus (ASN) should be more open to information technology.
