[IN] Permasalahan infrastruktur jalan provinsi di wilayah Pekanbaru didominasi oleh tingginya laju kerusakan yang dipicu oleh beban kendaraan berlebih (Over Dimension Over Load/ODOL) serta pertambahan umur layan jalan. Seiring bertambahnya masa operasional, terjadi degradasi struktural secara bertahap yang menyebabkan penurunan tingkat pelayanan jalan secara signifikan. Kondisi ini mengakibatkan pola penurunan kondisi perkerasan menjadi sulit diprediksi secara deterministik, sehingga diperlukan pendekatan stokastik untuk memodelkan ketidakpastian transisi kerusakan tersebut demi optimasi manajemen pemeliharaan. Tujuan dari penelitian ini adalah untuk mengetahu prediksi kerusakan jalan serta program pemeliharaan yang optimal guna mempertahankan dan meningkatkan kondisi jaringan jalan. Pendekatan yang digunakan dalam penelitian ini adalah model rantai Markov yang memodelkan perubahan kondisi perkerasan jalan dari waktu ke waktu berdasarkan probabilitas transisi antarkondisi. Penelitian dilakukan pada enam ruas jalan utama di Kota Pekanbaru, yaitu Jalan Soekarno-Hatta, Simpang Beringin-Meredan, Simpang Pramuka-Pt. Sir, Jalan Hangtuah, Jalan SM. Amin dan Jalan Tuanku Tambusai. Hasil penelitian menunjukkan bahwa tanpa adanya pemeliharaan, kondisi jalan yang baik akan terus menurun, sementara kondisi rusak berat akan meningkat seiring waktu. Proporsi jalan dalam kondisi baik awalnya berkisar antara 66% hingga 77%, menurun menjadi 29% hingga 39%, sementara kondisi jalan rusak meningkat drastis, bahkan lebih dari 20% pada masing-masing ruas. Oleh karena itu, program pemeliharaan jalan yang diterapkan secara terstruktur berdasarkan jenis dan tingkat kerusakan sesuai Permen PU No. 13/PRT/M/2011, meliputi pemeliharaan rutin, pemeliharaan berkala, rehabilitasi, dan rekonstruksi, sangat diperlukan untuk menjaga kualitas jaringan jalan di Pekanbaru.
[EN] The problems with provincial road infrastructure in the Pekanbaru area are dominated by the high rate of damage caused by excessive vehicle loads (Over Dimension Over Load/ODOL) and the increasing age of the roads. As the operational period increases, there is a gradual structural degradation that causes a significant decline in road service levels. This condition makes the pattern of pavement condition deterioration difficult to predict deterministically, thus requiring a stochastic approach to model the uncertainty of damage transition for maintenance management optimisation. The purpose of this study is to determine the prediction of road damage and the optimal maintenance program to maintain and improve the condition of the road network. The approach used in this study is the Markov Chain Model, which models changes in pavement conditions over time based on the transition probabilities between conditions. The research was conducted on six main roads in the city of Pekanbaru, namely Jalan Soekarno-Hatta, Simpang Beringin-Meredan, and Simpang Pramuka-Pt. Sir, Jalan Hangtuah, Jalan SM. Amin, and Jalan Tuanku Tambusai. The results of the study show that without maintenance, the condition of roads in good condition will continue to decline, while severe damage conditions will increase over time. The proportion of roads in good condition initially ranged from 66% to 77%, decreasing to 29% to 39%, while the condition of damaged roads increased drastically, even exceeding 20% in each section. Therefore, a structured road maintenance program, based on the type and level of damage and in accordance with Minister of Public Works Regulation No. 13/PRT/M/2011, which includes routine, periodic, rehabilitation, and reconstruction, is essential to maintain the quality of the road network in Pekanbaru.
