The aim of this study is to identify the factors hindering public service at the Rejosari Health Center in Tenayan Raya Sub-District, Pekanbaru City. The discussion reveals that public service at the Rejosari Health Center has not been optimally implemented according to standard operating procedures, resulting in dissatisfaction among the community or patients. In this study, the researcher used the theory of e-government quality which contains six dimensions of indicator assessment, namely ease of use, trust, functionality of the interaction environment, reliability, content and appearance, and public support. The BST policy as a program for poverty alleviation still has many challenges, one of which is the distribution mechanism. The purpose of this study was to evaluate the Cash Social Assistance (BST) Policy in Langgini Village, Bangkinang District, Kampar Regency and its inhibiting factors. This research method is quantitative by distributing questionnaires to respondents, and the data is analyzed using quantitative descriptive. The results of the study show that: 1) The overall policy evaluation results are quite good. The community considers the value of this BST assistance to be relatively small and is only supportive and cannot be used as an economic mainstay, so that people who receive BST are not immediately free from poverty. This policy is efficient, because when the budget goes down from the center to the regions and to Langgini Village, these funds will be distributed directly to the recipients. The amount of budget available for this BST program has not been able to cover all the poor people there. This research aims to find out the role of Community Empowerment Institutions (LPM) in village development. The research, which was located at the Penghulu Kampung Tualang Office, used descriptive research methods with a qualitative approach, as well as data collection techniques using interviews, observation and documentation. The research results of the Facilitator, Mediator, Motivator and Dynamisator indicators from the data analysis carried out by the researchers showed that the function of Community Empowerment Institutions (LPM) in village development has not played a optimal role.
