Abstract

This study aims to determine and analyze the implementation and inhibiting factors of the Protection and Social Security Program for Abandoned Children by the Pekanbaru City Social Service. The method used is qualitative descriptive by determining several informants as data sources. Data collection was carried out by means of interviews, observations, and documentation. All data collected was separated and analyzed one by one to be able to draw descriptive conclusions. The results of this study concluded that the implementation of the protection and social security program for abandoned children by the Pekanbaru City Social Service had been running. Indicator of the program implementation process, it was found that routine and consistent protection and social security activities were carried out by the Pekanbaru City Social Service in rehabilitating existing abandoned children. The indicator of the policy objectives was found in implementing the protection and social security program had been implemented, so that the targeted abandoned children who received this program received changes in morals, socially, and spiritually. Meanwhile, the obstacles encountered are budget limitations, lack of trained or competent human resources, lack of training facilities and resources, lack of community support and participation.
