Abstract

This research aims to analyze and explain Collaborative Governance in the Implementation of a Kota Layak Anak in Pekanbaru City. This type of research is descriptive qualitative. This research has four indicators, namely Initial Conditions, Institutional Design, Facilitative Leadership and Collaborative Process. Types and techniques of data collection consisting of interviews, observation and documentation. The data analysis technique used is Interactive Data Analysis. The results of research on Collaborative Governance in Implementing a Kota Layak Anak in Pekanbaru City, namely that clear basic rules are still not optimal, because the OPDs involved in this collaboration are still adhering to the Mayor's Decree and there are no rules that underlie this collaboration, furthermore, face-to-face dialogue is still ongoing. has not been carried out optimally because there are still OPDs involved in this collaboration that are less active and DP3APM Pekanbaru City as the OPD in charge of this collaboration has not carried out an optimal evaluation of the OPDs involved and there are OPDs that are not of icially involved in this collaboration namely the Pekanbaru City Center for Gender and Child Studies (PSGA). Suggestions for DP3APM Pekanbaru City as the OPD forgiving in implementing a Kota Layak Anak in Pekanbaru City is to provide clear basic rules regarding the implementation of Kota Layak Anak collaboration in Pekanbaru City in the form of signing an MoU by each OPD involved.
