With collaborative governance, it can increase community participation in regional development and realize social welfare. The waste problem in the city of Bandung is caused by the low level of community participation in reducing waste in households and in the informal sector. So, a strategy is needed to increase community participation in the Kang Pisman program in Bandung City to increase public awareness in managing waste. The aim of this research is to see the strategy for increasing community participation in the Kang Pisman program in the city of Bandung by looking at 4 strategies through collaborative governance, community development, circular economy and digital-based governance approaches through waste processing. The research method used is qualitative with a descriptive research type as stated by Newman (2016). The results of this research indicate that the Strategy for Increasing Community Participation in the Kang Pisman program in Bandung City is going well. This research uses a library study method in collecting secondary data. Apart from that, the data collection technique used is descriptive qualitative, by conducting interviews and documentation, the data analysis technique used is summarizing the results of the literature study and interview and then drawing the conclusions. The results obtained from the research are that the government and society and in efforts to prevent and handle sexual crimes, the police and related government work together by providing outreach in the form of education so that sexual crimes do not occur. It has been announced that the capital city of Indonesia will be moved to the East Kalimantan region. Before the capital city is moved, the government needs to consider the area that will be called the new national capital later. These considerations include the geographical, socio-political and economic aspects of the Kalimantan region which will have an impact on the development of Indonesia. The main reason for moving the country's capital was to improve the Indonesian economy. Therefore, this research was prepared to explain how the government makes decisions regarding the relocation of the country's capital by considering aspects such as geography, socio-political and economic aspects as well as the impacts of these decisions. This research uses a literature review methodology. This research method uses literature review. Data obtained from the Daily Analysis Opinion column, January 25 2023 Edition published by PT. Media Warta Kencana entitled "Our Public Services Are Still Bad" written by Edward Silaban, an Assistant Ombudsman of the Republic of Indonesia (RI) and Alumni of the Postgraduate History Science University of North Sumatra, and other most accurate online news. The results obtained were that there were 46.42% or 272 agencies classified as green zoned (good), 42.66% or 250 agencies classified as yellow zoned (from bad to good), and 10.92% or 64 agencies classified as red zoned. The research method used is qualitative research using the case study method. By adapting the concept of community empowerment proposed by Sumadyo (2001) and Toto Mardikanto (2023). The data in this research was obtained from triangulation of interview results and documentation. Data analysis in this research uses the Miles and Huberman model consisting of data reduction, data presentation, drawing conclusions/verification. </span></em><em><span lang="EN-US">Research results Community empowerment through the use of RPTRAs in the North Jakarta Administrative City has gone well in terms of 4 dimensions, namely the Human Development, Business Development, Environmental Development and Institutional Development dimensions. Human development is realized through various activities. Business development is carried out by creating job training programs that involve collaboration between agencies, holding workshops, seminars and product marketing training from activities such as growing hydroponic vegetables. Community development shows an active role through a series of activities such as tree planting, recycling programs and efforts to keep the environment clean. Institutional development is carried out through PIK Keluarga, BKB PAUD, Posyandu, Food Security and Gross Mart activities at RPTRA. Supporting factors are a) the existence of interactive services and facilities, b) the presence of a Posyandu which provides comfort, c) a safe environment, d) free health checks, e) support from health workers from the local health center, f) the existence of a Grossmart RPTRA for storing community products for increasing family income and supporting local MSMEs, g) adequate facilities, h) large fields and i) education on BKB PAUD activities in RPTRA. Inhibiting factors are the lack of solutions and lack of socialization regarding family PIK services in RPTRAs, limited infrastructure for BKB PAUD activities, lack of public understanding about Family PIK Services in RPTRAs, obstacles in developing food security activities, lack of awareness and availability of quality plant seeds and lack of training and understanding of the importance of food security. Currently, the management of public complaints has also been formalized in Minister oh Home Affairs Regulation Number 8 of 2023 concerning Complaints Management within the Ministry of Home Affairs and Regional Governments. However, the utilization of the LAPOR application to accommodate public reports or complaints within Kemendagri has thus far not reached its maximum potential. The LAPOR application within Kemendagri is underutilized by the general public and government officials. Given the aforementioned issues, this research aims to explore the effectiveness of resolving public complaints through the LAPOR application within the Ministry of Home Affairs, identify emerging barriers in its resolution, and ascertain efforts made to address these barriers. This study adopts a qualitative method with a descriptive approach. To evaluate effectiveness, this research is grounded in the DeLone and McLean theory encompassing Information Quality, System Quality, User, User Satisfaction, Individual Impact, and Organizational Impact. The findings of this study indicate that the utilization of the LAPOR application within Kemendagri can be deemed effective in facilitating and resolving public reports. However, there remains dissatisfaction among the public regarding the responsiveness or answers to complaints, partly attributed to personnel rotations. The application system has successfully enhanced efficiency, albeit with some reports still being submitted through direct channels. Overall user satisfaction levels, as assessed through satisfaction ratings, are fairly good, and application integration has improved the quality and efficiency of complaint handling. The study also identifies several barriers in managing complaints through the LAPOR application, including human resource limitations, budget constraints, application features and accessibility, insufficient socialization, and lack of coordination among components. Researchers used Duncan's effectiveness measurement theory with three dimensions, namely goal achievement, integration and adaptation. This research uses a descriptive qualitative research method with a phenomenological approach. Research data was collected using observation, interview and documentation techniques and then processed through data reduction techniques, data presentation and drawing conclusions. This research uses data analysis, namely data source triangulation. The research results show that the effectiveness of implementing the CRM application in handling public complaints in Pancoran Village is effective. The CRM application makes it easier for officials to coordinate and follow up on public complaints. The Pancoran Village apparatus is also able to adapt quickly to developments in digital-based public services because it is supported by adequate infrastructure and through self-development training. There are several inhibiting factors such as limited number of human resources, system errors and lack of employee competence. The Ministry of Home Affairs, through the Directorate General of Regional Development, plays a key role in traffic and transportation management. This research focuses on strengthening the role of the Directorate General of Regional Development in implementing Perpres at the regional level, emphasizing coordination between the central and regional governments, civil society organizations, the transportation industry, and transportation communities to enhance traffic safety. A qualitative descriptive research method was used to gain a deep understanding of the context, processes, and meanings behind the Directorate General's role in policy implementation. In-depth interviews will be conducted to collect data from various stakeholders, while participatory observation will be carried out to directly observe policy implementation. The results of the research indicate that the Directorate General of Regional Development at the Ministry of Home Affairs plays a vital role in improving traffic safety in Indonesia. They have successfully strengthened coordination between the central and regional governments, civil society organizations, the transportation industry, and transportation communities. (Registered Certificate) issued by the Ministry of Home Affairs and the Ministry of Law and Human Rights, as a result, the mass organization does not receive grant assistance from the government. The mass organization is the NGO Indonesian Immigration Watch (IIW) or the Indonesian Immigration Monitor and Jakarta Restoration Movement (PRAJA). The aim of this research is to: describe and analyze the implementation of Community Organization empowerment program policies in DKI Jakarta Province. In this research, researchers used a qualitative research design with descriptive methods and an inductive approach. The research results show that institutional capacity is strengthened, through strengthening organizational management, providing data and information, developing partnerships, supporting expertise, programs and mentoring, strengthening leadership and cadre formation, providing awards and research and development. Finally, improving the quality of human resources, through education and training, apprenticeships and/or courses. This research uses a qualitative descriptive research design, adapting the theory of Implementation as a Political and Administrative Process, proposed by Merilee S. Grindle 1980. This qualitative research uses a triagulation analysis method for data produced through observation studies, interviews and documentation. </span></span></em><em>The research results show 1) The success of policy implementation in terms of process has been carried out well this is shown in the process of grain being purchased from farmers through Perusda Intimung and then managed and packaged into regional rice products in Malinau Regency to the distribution of rice to target beneficiary households (RTS-PM) and The success of the policy objectives has been implemented well in the context of the financial resources managed for the RASDA program amounting to 5,000,000,000 (five billion rupiah) from the Malinau Regency Regional Budget and Revenue (APBD); 2) Policy Implementation (Implementability) in terms of policy content and implementation environment is also good, this is proven by the systematic policy of rules, standards and policy objectives which have been regulated in various regulations ranging from regional regulations, regent regulations and even technical implementation guidebooks. There is a decrease in motor vehicle tax revenue that occurred in the Panam Revenue Management Unit in 2022 - 2023. Therefore, it is necessary to take strategic steps to increase local revenue. This research uses descriptive qualitative methods, utilizing literature sources and available documents as analytical materials. This research found that the Riau Province Regional Revenue Agency has utilized technology in vehicle tax collection with an online system. In addition, several programs have also been created to make it easier for people to pay taxes such as driv thru and other tax relief programs. Strategies that can be applied, such as digitizing payment systems, data integration between agencies, and socialization and education to increase taxpayer awareness. The application of incentives in the form of tax deductions and fines for non-compliance, as well as strict supervision through raids and modern technology, were identified as effective measures. Cooperation with third parties and simplification of administrative procedures can also simplify the payment process. In addition, rewarding compliant taxpayers and periodic review of tax rates are necessary to maintain fairness and relevance of rates. This research aims to describe, analyze and determine the performance of the Directorate General of Regional Development in Managing the Internal Data Monitoring Information System (e-Simdatin) including supporting and inhibiting factors as well as efforts in implementing activities. </em><em>The research method used was descriptive qualitative research using 12 informants determined by purposive sampling. The theory used in this research uses the theory of Sinurat and Panjaitan (2017:173) which consists of 5 dimensions. Data collection uses interview, observation, documentation and triangulation techniques. </em><em>Based on data analysis and discussion according to the dimensions of input, activities, output (output), results (outcome), impact (impact) of 94.14 is good. Factors inhibiting change are indicator targets that are not immediately changed, input at the end of the deadline, low competence, lack of PIC concern, and no satisfaction rating available on the e-Simdatin application. Supporting factors are the availability of SOPs, guidebooks, IT equipment, and leadership support. Efforts that should be made include changing targets on time, clarity in inputting output, socializing the use of the e-Simdatin application, fostering a sense of empathy for PICs, and adding features related to assessing user satisfaction of the e-Simdatin application. As for the focus of implementing the policy of restricting motorized vehicles with an odd-even system in the Administrative City of South Jakarta, this research refers to the opinion of Merilee S. Grindle who states that the success of implementation is influenced by two large variables, namely the content of the policy and the implementation environment. This research uses a qualitative descriptive research method with a post-positivist research paradigm. In this research, there were 7 informants interviewed, consisting of 3 key informants and 4 informants. The data analysis techniques used are data reduction, data presentation, drawing conclusions and verification. The results of this research show: (1) The implementation of the policy of restricting motorized vehicles with an odd-even system in the South Jakarta Administrative City has generally gone well, which can be seen from the decrease in vehicle volume on protocol roads, faster travel times, and increase in passengers on the TransJakarta transportation mode. With this policy, the DKI Jakarta Provincial Transportation Service has succeeded in achieving its goal of increasing the number of people using public transportation. Even though this implementation is not yet completely effective, both the government and society can feel positive changes. (2) Factors that influence the implementation of the odd-even motor vehicle restriction policy in the South Jakarta Administrative City, namely the response of implementing agencies, the attitude of implementing officers, community participation or awareness, availability of human resources, availability of funding sources, activity infrastructure, and weather conditions. To address the social conflict, the Integrated Social Conflict Handling Team was formed. The purpose of this research is to analyze the effectiveness of the Integrated Team in handling social conflicts in the DKI Jakarta Province and to identify bettersolutions for the team to effectively manage social conflicts. This research is a qualitativ descriptive research using data collection techniques in the form of interviews, observations and documentation as well as triangulation data processing.The effectiveness of handling social conflicts by integrated teams is analyzed using the theory of effectiveness according to Steers (2002: 209), namely organizational characteristics, environmental characteristics, worker characteristics and management practices.This research result concludes that the integrated team for handling social conflicts in DKI Jakarta has not been effective yet. This is due to bureaucratic and partial coordination and synergy within the integrated team.The better solution is for the integrated team to thoroughly examine the problem starting from its root cause, organize the integrated team operationally, and raise public awareness in avoiding social conflict triggers.
