As for the focus of implementing the policy of restricting motorized vehicles with an odd-even system in the Administrative City of South Jakarta, this research refers to the opinion of Merilee S. Grindle who states that the success of implementation is influenced by two large variables, namely the content of the policy and the implementation environment. This research uses a qualitative descriptive research method with a post-positivist research paradigm. In this research, there were 7 informants interviewed, consisting of 3 key informants and 4 informants. The data analysis techniques used are data reduction, data presentation, drawing conclusions and verification. The results of this research show: (1) The implementation of the policy of restricting motorized vehicles with an odd-even system in the South Jakarta Administrative City has generally gone well, which can be seen from the decrease in vehicle volume on protocol roads, faster travel times, and increase in passengers on the TransJakarta transportation mode. With this policy, the DKI Jakarta Provincial Transportation Service has succeeded in achieving its goal of increasing the number of people using public transportation. Even though this implementation is not yet completely effective, both the government and society can feel positive changes. (2) Factors that influence the implementation of the odd-even motor vehicle restriction policy in the South Jakarta Administrative City, namely the response of implementing agencies, the attitude of implementing officers, community participation or awareness, availability of human resources, availability of funding sources, activity infrastructure, and weather conditions. (3) Efforts that need to be made to overcome obstacles to the implementation of the policy of restricting motorized vehicles using an odd-even system in the Administrative City of South Jakarta, include the need to improve the quality and facilities of public transportation modes, reviving plans for a paid road policy or Electronic Road Pricing (ERP), increasing coordination and communication between policy implementers, as well as providing stricter sanctions for policy violators to create a deterrent effect.
2024-10-01T00:00:00+07:00Copyright (c) 2024 Jurnal Kajian Pemerintah: Journal of Government, Social and Politicshttps://journal.uir.ac.id/index.php/JKP/article/view/17800Studi Komparatif: Implementasi Kebijakan Luar Negeri Indonesia Dan Kuwait Terkait Pemberian Humanitarian Aid Terhadap Polemik Palestina – Israel2024-06-27T09:16:28+07:00Nazwa Alia[email protected]Kerenhapukh Valentina Zebua[email protected]Sherly Desinta Simbolon[email protected]Natasya Ulkhaira Adhian M[email protected]Prity Oktora Haliawan[email protected]Arvenia Noer[email protected]Neneng Yani Yuningsih[email protected]
The Palestinian conflict with Israel has been going on for centuries, beginning in the mid-1800s/ Tensions rose with Jewish migration to Palestine and the 1917 Balfour Declaration in favor of establishing a "national home for the Jewish people" in Palestine, exacerbating land and identity conflicts. Israel's annexation in 1980 also added to political tensions and territorial struggles. The conflict has become an international issue since the end of the World War, leading to a protracted humanitarian crisis that has drawn global attention, including from Indonesia and Kuwait. The governments of Indonesia and Kuwait oppose violence in Palestine and are committed to providing humanitarian assistance through foreign policy. This paper explains how the comparison of the implementation of the results of diplomacy and foreign policy related to humanitarian assistance to the Palestinian-Israeli polemic carried out by Indonesia and Kuwait is connected through Holsti's public policy theory, namely foreign policy as a cluster of orientations, foreign policy as a set of commitments to and a plan for actions, foreign policy as a form of behavior to see the extent to which the effectiveness of assistance from these countries to Palestine is researched through the literature study research method.
2024-10-01T00:00:00+07:00Copyright (c) 2024 Jurnal Kajian Pemerintah: Journal of Government, Social and Politicshttps://journal.uir.ac.id/index.php/JKP/article/view/17851Efektivitas Penanganan Konflik Sosial Oleh Tim Terpadu Di Provinsi Dki Jakarta2024-06-29T12:56:55+07:00Cika Nurunnisa Anadirga[email protected]Nurliah Nurdin Nurdin[email protected]Marja Sinurat[email protected]
ABSTRACT

Social conflict is a physical feud that occurs between two or more groups of people that lasts for a certain timeand has a wide impact that results in social insecurity so as to disrupt national stability and development. To address the social conflict, the Integrated Social Conflict Handling Team was formed. The purpose of this research is to analyze the effectiveness of the Integrated Team in handling social conflicts in the DKI Jakarta Province and to identify bettersolutions for the team to effectively manage social conflicts. This research is a qualitativ descriptive research using data collection techniques in the form of interviews, observations and documentation as well as triangulation data processing. The effectiveness of handling social conflicts by integrated teams is analyzed using the theory of effectiveness according to Steers (2002: 209), namely organizational characteristics, environmental characteristics, worker characteristics and management practices. This research result concludes that the integrated team for handling social conflicts in DKI Jakarta has not been effective yet. This is due to bureaucratic and partial coordination and synergy within the integrated team. The better solution is for the integrated team to thoroughly examine the problem starting from its root cause, organize the integrated team operationally, and raise public awareness in avoiding social conflict triggers. The writer's suggestion is that the government needs to not only consider the actors in social conflicts, but also examine the underlying processes that have been driving these events, as they are the deeper reasons that need further investigation.
2024-10-01T00:00:00+07:00Copyright (c) 2024 Jurnal Kajian Pemerintah: Journal of Government, Social and Politicshttps://journal.uir.ac.id/index.php/JKP/article/view/17802Transformasi Sistem Pembayaran Pajak Bumi Dan Bangunan Sektor Perkotaan Dan Pedesaan (Pbb-P2) Pada Badan Pendapatan Daerah Kabupaten Lamongan2024-06-27T09:22:54+07:00Widyan Ahmad Ariska[email protected]V. This can be seen from the fact that; there are not enough supporting resources (human, facilities, and budget), during implementing the traditional village system there is still an overlap of duties and functions between the Head of the Traditional Village and the Head of the Government Village (parent village), and lack of supervisory function by The Jayapura Regency People’s Representative Council 2) Supporting factors: a) There is support for legality, legal protection, b) There are supports from the community, religious leaders, traditional leaders, community leaders and academics, c) There are supports from the local government elites, d) There is support for motives in an effort to improve the welfare of the indigenous Papuans (OAP), e) There is support for Fiscal Spoil (fiscal incentives) f) There is eligibility in the conditions for changing the status of the village. Inhibiting factors: a) There are still overlaps of main tasks, functions and responsibilities between the Head of Traditional Village and the Head of Government Village (parent village), b) There are rejections from the community towards Yoboi Village change of status c) The community’s pessimisms that Yoboi Traditional Village change of status will be used as business means by political elites. 3) Policy implications of changing the status of Yoboy government Village to Traditional Village: a) There is recognition and respect for the village b) The preservation of the customs, traditions, and culture of the village community, c) The increase in public services, d) The realization of the effectiveness of implementation of Traditional Village Government, e) The growing role of The Village Communities, g) Ambigious distribution of powers, main duties and responsibilities, h) Limited work facilities and service facilities.
2024-10-23T00:00:00+07:00Copyright (c) 2024 Jurnal Kajian Pemerintah: Journal of Government, Social and Politicshttps://journal.uir.ac.id/index.php/JKP/article/view/19458Partisipasi Politik Pemilih Muda Dalam Pilkada Ditengah Pusaran Korupsi Kepala Daerah2024-10-24T21:36:36+07:00Bendi Juantara Bendi[email protected]
The high number of corruption cases of regional heads in Lampung Province has threatened a crisis in the integrity of regional leadership. Based on the results of secondary data observations, it shows that regional heads in various regions in Lampung Province are caught in the KPK's OTT. Even though relevant stakeholders have made various preventive efforts to reduce the prevalence of corrupt practices, there are still problems and obstacles in law enforcement and abuse of authority. The general objectives of this research are; first, to see the extent to which massive regional head corruption practices occur in Lampung Province, second, the potential of young voters in the 2024 regional head election contestation in Lampung Province, third, the challenges of young voters in political participation amidst the maelstrom of regional head corruption. Researchers used a qualitative descriptive approach with data collection techniques through documents and literature study analysis. The research results show that after the implementation of the direct regional head election regulations in Lampung Province, 8 regional heads were involved in corruption cases. Corruption cases that hold regional heads hostage are a dilemma for young voters in determining their choice in the 2024 regional elections. On the one hand, based on age groups and generations, the large number of young voters (Millennials and Gen-Z) can contribute to the victory of regional heads, but on the other hand, voters' political participation It is doubtful that young people will be able to achieve their maximum due to the vortex of corruption holding regional heads hostage.
2024-10-25T00:00:00+07:00Copyright (c) 2024 Jurnal Kajian Pemerintah: Journal of Government, Social and Politicshttps://journal.uir.ac.id/index.php/JKP/article/view/19459Perbandingan Diplomasi Kopi Indonesia Di Qatar, Selandia Baru Dan Jepang Pada Masa Pemerintahan Jokowi2024-10-24T21:52:59+07:00Roby Rakhmadi[email protected]
This study discusses the comparison of Indonesian coffee diplomacy in Qatar, New Zealand, and Japan during the administration of President Joko Widodo (Jokowi). Coffee diplomacy is part of Indonesia's soft power to expand the market and strengthen diplomatic relations through its leading commodity, namely coffee. This study aims to analyze the coffee diplomacy strategy in the three countries with a focus on the success of market penetration, government involvement in promotion, and local market response to Indonesian coffee. The research methods used are literature study and secondary data analysis from trade reports and interviews with coffee industry players. The results of the study show that in Qatar, coffee diplomacy is focused on introducing premium coffee through international events such as the World Expo. In New Zealand, diplomacy emphasizes business cooperation between local and Indonesian coffee entrepreneurs. Meanwhile, in Japan, the coffee diplomacy strategy focuses on sustainable marketing by utilizing cultural proximity and the rapidly growing trend of coffee consumption. These findings show that although each country has a different approach, Indonesian coffee diplomacy has succeeded in increasing the exposure of national coffee in the international market. However, challenges related to sustainability and consistency still need to be considered for long-term success.
2024-10-25T00:00:00+07:00Copyright (c) 2024 Jurnal Kajian Pemerintah: Journal of Government, Social and Politicshttps://journal.uir.ac.id/index.php/JKP/article/view/19541Implementasi Penyetaraan Jabatan Dalam Pengembangan Karier Pejabat Fungsional Di Lingkungan Pemerintah Kota Bekasi2024-11-01T16:20:37+07:00A. The research method used in this research uses a descriptive qualitative method using policy implementation theory using George Edward III's theory, namely the communication dimension, resource dimension, disposition dimension and bureaucratic structure dimension. Furthermore, the data collection method used used in-depth interviews, observation and documentation. then the data analysis technique used uses data reduction, data presentation and drawing conclusions. The research results show that the implementation of equalization of positions in the career development of functional officials within the Bekasi City Government has not gone well and optimally. This is indicated by problems still being found regarding the lack of dissemination of information regarding career development policies as a whole to all supervisory officials and administrator officials who are affected by equalization into functional positions. Then there is neglect of competency and qualification tests in the job equalization process which has the potential to violate the principles of career patterns, namely the principles of certainty and professionalism. Apart from that, there is a lack of accommodating career certainty for functional equalization officials, where functional equalization positions are still found that do not have a position level above them, where there are no functional equalization officials who fill the functional position level above them. In an effort to overcome obstacles, the Bekasi City Government opened a consultation room through the implementation of FGD (Forum Group Discussion), facilitating the development of competency and qualifications for functional officials and increasing the number of Functional Position boxes.Suggestions given in this research, 1. The Bekasi City Government through BKPSDM should improve communication and outreach regarding career development policies after bureaucratic simplification; 2. The Bekasi City Government, through BKPSDM, should identify and carry out mapping and prepare plans for competency and qualification improvement needs along with financing for equalization functional positions based on the mapping results; 3. The Bekasi City Government, through the SETDA Organizational Section, should be proactive in facilitating proposals for the opening of new functional positions to accommodate the career paths of equalization functional officials so that they can support and contribute to performance achievements in Regional Apparatus.
2024-11-01T00:00:00+07:00Copyright (c) 2024 Jurnal Kajian Pemerintah: Journal of Government, Social and Politics
