Abstract

This study aims to examine the implementation of the Mobile Clinic Program for MSME Empowerment (Si Monik) in assisting Micro, Small, and Medium Enterprises (MSMEs) in obtaining a Business Identification Number (NIB) in Padang City, carried out by PLUT KUMKM of West Sumatra. This program is an innovative outreach service designed to improve access to business legality for MSME actors. The research employs a descriptive qualitative method, with data collected through interviews, observations, and documentation. Data analysis uses the interactive model by Miles and Huberman, while the theoretical framework is based on David C. Korten’s program implementation theory, which emphasizes the alignment between the program, the implementing organization, and the target beneficiaries. The findings show that the Si Monik Program has generally met the needs of MSMEs, particularly in addressing challenges related to business legality access. However, its implementation still faces several obstacles, such as limited outreach, insufficient field resources, and uneven service frequency. Supporting factors include local government support and the technical ease of field services, while inhibiting factors involve lack of information, geographical barriers, and operational limitations of service vehicles. Therefore, there is a need for strategies to improve service quality, expand reach, and conduct intensive outreach so that the program's benefits can be more widely felt by MSME actors.
