Upaya Keamanan Lingkungan Ruang Terbuka Hijau Sebagai Dukungan Terhadap Hak Tumbuh Kembang Anak (Studi Kasus : RTH Kaca Mayang Kota Pekanbaru)

Abstract

Green Open Space (RTH) is an important part of sustainable urban planning and has a significant role in supporting children's growth and development rights, especially in big cities such as the city of Pekanbaru. This study aims to find out how environmental security efforts at RTH Kaca Mayang support children's growth and development rights. This research uses a qualitative approach with a case study method, as well as data collection techniques in the form of observations, interviews, and documentation of managers, officers, traders, and visitors of RTH Kaca Mayang. In its analysis, this study uses the theory of Crime Prevention Through Environmental Design (CPTED) and the theory of Criminal Policy. The results of the study show that security efforts at RTH Kaca Mayang are still not optimal due to damage to facilities, non-functioning CCTV, lack of supervision of officers, and the physical design of the park that is not child-friendly. Non-penal efforts such as repairing facilities and lighting, as well as penal efforts in the form of the implementation of local regulations against perpetrators of destruction of public facilities, are relevant strategies to be implemented. By improving environmental safety, RTH can be maximized in supporting the fulfillment of children's rights, especially the right to play, learn, and develop in a safe, comfortable, and decent environment. This research is expected to make a real contribution in supporting the Child-Friendly City policy in Pekanbaru.
