Abstract

Plastic waste has become a pressing global environmental issue that requires cross-sectoral and international collaboration. This study analyzes the comparative partnership of the National Plastic Action Partnership (NPAP) in Indonesia and Vietnam within the context of plastic waste reduction. Using a qualitative descriptive approach and the concept of Multi-Stakeholder Partnership (MSP), this research highlights the roles of various actors, including government, private sector, non-governmental organizations, and financial institutions in implementing NPAP programme in Indonesia and Vietnam. The findings indicate that while both countries show strong commitment to tackling plastic pollution, their approaches differ in character. Indonesia emphasizes building inclusive partnerships through inter-actor coordination, whereas Vietnam focuses on achieving national targets through policy innovation and recycling technology. Governance, financing, public awareness, and technological capacity remain shared challenges that influence the effectiveness of NPAP implementation in both countries. This study underscores the importance of stakeholder synergy in achieving sustainable plastic waste management.
